BUSH, GEORGE W. (b.1946). Forty-third president of the United States. Signed program. (“George Bush”). 8pp. 4to. Washington, D.C., September 20, 2001. A copy of his address to the Joint Session of Congress boldly signed on the cover in black ink.

 

Bush, who followed his father into the oil business after graduating from Yale and Harvard Business School, was elected to the House of Representatives in 1977 and governor of Texas in 1994. His contested election to the nation’s highest office in 2000 was decided by the U.S. Supreme Court.

 

Just nine months into his presidency, Bush faced a crisis brought on by the September 11, 2001 terrorist attacks on New York and Washington, in which Al-Qaeda targeted the Pentagon and World Trade Center, killing approximately 3,000 people. Nine days later, on September 20, Bush addressed a joint session of Congress to outline his plan to protect the U.S. from additional threats. “The speech evoked the still vivid memories of the week‐old attack and framed the conflict in starkly antithetical ways, laying the groundwork for a dramatic response. In particular, the speech made heavy use of antitheses throughout, including the now famous line directed toward the world’s nations: ‘Either you are with us, or you are with the terrorists.’ This rhetorical tactic helped build support for major policy initiatives like the USA Patriot Act,” (“George W. Bush, ‘An Address to a Joint Session of Congress and the American People,’” Voices of Democracy, Spring and Packer). In the speech, Bush also announced the establishment of the Office of Homeland Security and laid the groundwork for the October 7, 2001 invasion of Afghanistan and the 2003 invasion of Iraq, ongoing conflicts which brought him much domestic and international criticism and dominated the remainder of his presidency.
